I read an interview with Adam Goldberg about a month ago about how they were still trying to get this project rolling again. Crud, I should've linked it here!
It didn't sound super positive, but at least they haven't ruled it out completely either.

It would be cool if they started filming it again. I'm kind of happy and kind of not that they won't. I love the original ROTG and don't really want a remake. But it would be awesome if Chris would have a lead role in it!

No, the movie has been scrapped altogether. The chances of them ever taking it up again converge to zero. Besides, even if they did, I don't think Chris would be playing Max Foster any longer.
