I have 16,000 DSL, but since it's asymmetric DSL, the upload speed is always slower than the download speed.

I have one of the fastest types of DSL that's available in Germany, which is DSL 16,000. I had DSL 2,000 before, which was a lot slower. I have no experience with cable internet, so I don't know what your speed is supposed to be. Can you get in touch with your provider and ask?
